Tian Tong Laws

Article II: Low taxes. Implement the 10% fixed tax, ban all surcharges forever; lighten corvée and taxes to let the people recover.
Article III: Meritocracy. Establish the Spirit Political Academy and schools; appoint officials by talent alone, regardless of origin or race.
Personages
Emperor You Ming
Founding Emperor of Genyuu, half-God half-Demon, forged Shadow Flame, issued the Tian Tong Laws, unified the realm, and created an era of equality between Gods and Demons.
Xuan Ming
Regent of the Empire, oversees all military and political affairs, assisted the Emperor in unifying the realm and laying the foundation of the empire.
Dong Jiu
Three-dynasty Prime Minister of the Shen Dynasty, the Emperor's teacher, who upheld the ideal of public service all his life. He was poisoned to death by Shen Tian for remonstrating against the Demon Slaughter Decree. His spirit became the foundation of Genyuu's governance.
Ling Ye
First commander of the Genyuu Guard, born from the Emperor's personal guard, who has followed him since the Demon Shadow Cave era. Impartial and unyielding, he personally investigated many major cases violating the Tian Tong Laws, and is the most resolute guardian and enforcer of the empire's laws.
Mo Chen
First Dean of the Spirit Political Academy, the founder of the empire's education and official appointment system. He led the establishment of schools at all levels from local to central, formulated the merit-based imperial examination system, broke the centuries-old hereditary barrier, and delivered a large number of talents to the empire.
Empire History
Late Shen Dynasty: You Ming is born, half-God half-Demon; orphaned young, adopted by Dong Jiu, three-dynasty Prime Minister of the Shen Dynasty, who teaches him statecraft.
End of Shen Dynasty: You Ming becomes Imperial Guard Commander, aids Shen Tian's usurpation; Shen Tian issues the Demon Slaughter Decree, Dong Jiu is poisoned to death, You Ming flees to the Demon Shadow Cave.
Nirvana & Emergence: You Ming forges Shadow Flame in the Demon Shadow Cave, emerges to ally with Xuan Ming and other old comrades via the Ashen Oath, and raises an army against the Shen Dynasty.
Battle of Dragon Break Ridge: The Genyuu Army turned Shen Ming against the Shen Dynasty, crushed its main elite force, completely destroying its military power; Shen Ming surrendered to Heibai Wuchang with his remaining troops.
Capture of the Divine Capital: The Genyuu Army marches east in victory, captures the Shen Dynasty's capital, executes Shen Tian, and the Shen Dynasty falls.
Tian Tong Year 1: You Ming ascends the throne, names the empire Genyuu, capital Xuandu, issues the Tian Tong Laws, appoints Xuan Ming as Regent; Heibai Wuchang flees north to found the Mohui Empire, splitting the realm in two.
Tian Tong Year 3: Civil war breaks out in the Mohui Empire; General Shen Ming stages a coup, assassinates Heibai Wuchang, and usurps the throne to found the Shenying Empire.
Tian Tong Year 5: The Emperor personally leads the army, crushes the Shenying Army in the decisive battle at Shadow Burial Plain, Shen Ming dies in defeat, the realm is unified, and the Tian Tong Golden Age begins.
